School Improvement/Federal Programs

The mission and responsibility of the School Improvement Office is to procure, monitor and utilize federal funds for the following programs in order to provide quality federal educational opportunities for all our students and staff and to develop the skills necessary to reach their maximum potential as responsible, productive citizens and life-long learners.

ESEA (Elementary and Secondary Education Act of 1965 as amended by the Every Student Succeeds Act of 2015) Programs:

Title I, Part A (Improving Academic Performance of the Disadvantaged): Title I funds provide supplemental instructional services and instructional materials in the content areas of reading and mathematics to students in grades K-12 that meet the criteria for service.

Title I, Part A is the oldest federal education program in existence today. The program is governed by the Elementary and Secondary Education Act of 1965, which was reauthorized in 2015 by the Every Student Succeeds Act (ESSA). Youngstown City School District’s Title I program spans grades K-12 providing supplemental services/materials and staff in all instructional and social emotional areas to benefit the needs of the whole child .

All of the Youngstown City Schools' are considered school-wide programs.

These schools have a student population of 40% or above that are receiving free/reduced lunch. The schools typically are utilizing a reform model for reading and/or math to improve their students’ academic success. The Third Party Providers who applied and were approved to be used for the FY27 School Year for Nonpublic, IDEA/ Title I Eligible Students are as follows:

Title I, Part D (Prevention and Intervention Programs for Children and Youth Who are Neglected, Delinquent, or At-Risk)

Title II, Part A (Teacher and Principal Quality): Title II, Part A funds are provided to increase student achievement through enhancing the teacher and principal quality through professional development, recruitment, hiring and retention.

Title III (English Acquisition, Language Enhancement Academic Achievement): Title III funds provide the opportunity for the district to assist in teaching English to limited English proficient children and helping these students meet the same challenging standards of all students.  

Title IV, Part A (Student Support and Academic Enrichment):  Title IV, Part A funds are provided to assist the district with 1) providing all students with access to a well-rounded education, 2) improving school conditions for student learning, and 3) improving the use of technology in order to improve the academic achievement and digital literacy of all students.

Comments Sought on Federal Funds:  
Offices of Special Education and School Improvement will be holding the Annual Spring Federal Programs Public Meeting on Monday, June 15, 2026 in room 410 at Choffin Career and Technical Center from 4:30-5:30pm

 Parents and Community Members are welcome to attend to learn about the Special Education Programming , other Federal Programs, funding allocation levels and alignment of those funds to our district's goals. It also will provide those attending an opportunity to provide feedback on programming and the use of the funds for the 2026-2027 school year.
